The Channel Islands not being part of the UK or the EU, fuel purchased in the Channel Islands should be permitted to be used in the EU without incurring any additional duty or penalty by virtue of the 1990 Istanbul Convention, irrespective of the place of residence of the boat owner. All you need to be able to do is prove where and when the fuel was purchased.
  
While you are highly unlikely to encounter any difficulties in France or the Netherlands, the Belgian authorities have not always recognised the provisions of the Istanbul Convention notwithstanding that Belgium is a signatory state. This being the case, it may help if you are able to demonstrate to the Belgian authorities that you are resident in Guernsey.
